- On October 23, 2025, a filing by the NM Energy, Minerals and Natural Resources Department, the Coalition for Community Solar Access and others was made to add 100 MW of Community Solar from the waitlist; this filing has since been updated.

While REIA-NM is supportive of adding more Community Solar and efforts to expedite projects to best enable developers to take advantage of the Investment Tax Credit and other federal incentives, we are not comfortable with this variance request for several reasons.  We feel that this variance request is inappropriate at this time, as it is not respectful of the outcome of recent workshops sponsored by the NMPRC and could in fact slow down the process of adding more Community Solar.  We are also concerned that it could have a negative impact on future REIA-NM initiatives at the NMPRC.

REIA-NM Executive Director Jim DesJardins spoke during the public comment section of the NMPRC Open Meeting on Oct 30 to address this issue.  Please see his comments here starting at 18:45.

The NM Technical Interconnection & Interoperability Requirements (TIIR) Committee met at PNM Headquarters on Oct 7 withrepresentatives from allthree Investor-Owned Utilities (IOUs) REIA-NM, Tesla and ConnectDER in attendance.  Updates were provided by the IOUs and the Interstate Renewable Energy Council (IREC) on Distribution Practices for Large DERs and ConnectDER gave presentations on meter socket adapters. At the meeting, PNM reported that there has been a dramatic surge in Supplement Reviews (at a cost of $2,500 each) from 13 in 2023, 341 in 2024 to 563 YTD in 2025.  REIA-NM is reviewing options to address this issue.

There are numerous predictions about how the industry will fare after the phase out of certain tax credits associated with the “Big Beautiful Bill.” Some forecasts indicate continued growth driven by clean energy demand, industry consolidation and technological advancements, while others anticipate a slowdown due to potential policy changes that could impact tax credits and increased supply chain uncertainty. A recent Power Magazine article cited a report by Ohm Analytics predicting that residential solar demand is projected to drop by 26% in 2026, with cash- and loan-based purchases declining by nearly half, while third-party ownership (TPO) rises from 45% of installs in 2025 to nearly 70% in 2026.  Read more here
